Cristiano Parra Duarte
I am a PhD Candidate and researcher in Political Science at the Federal University of São Carlos (UFSCar), funded by the São Paulo Research Foundation (FAPESP). I hold a Master’s degree in Political Science from UFSCar, also funded by FAPESP, and a Bachelor’s degree in Public Administration from São Paulo State University (UNESP), where I conducted undergraduate research supported by the National Council for Scientific and Technological Development (CNPq). I also studied at the University of Salamanca, Spain, as a recipient of a Santander exchange scholarship.
From 2024 to 2025, I was a Visiting Researcher at the Institute of Public Administration at Leiden University, The Hague, the Netherlands, supported by a FAPESP Research Internship Abroad (BEPE) fellowship. I am a member of the Observatory of the Executive Power (OBPEX) and the Núcleo de Estudos da Burocracia (NEB). I also serve as Editor-in-Chief of the journal Agenda Política (ISSN 2318-8499). Previously, I coordinated the Working Group on State and Public Policy of the Brazilian Forum of Graduate Programs in Political Science (FBCP) for two consecutive meetings (2022–2023) and taught in the Bachelor's program in Public Administration at UNESP Araraquara (2022–2023).
My research lies at the intersection of Political Science, Public Policy, and Public Administration. My main research interests include public policy analysis, bureaucracy and policymaking, bureaucratic agency, middle-level bureaucracy, executive politics, political appointments, energy policy, agenda-setting, and the role of actors and institutions in policy processes. My current doctoral research examines the role of middle-level bureaucrats in policymaking, focusing on their professional trajectories, appointments, and agency within Brazil’s Ministry of Mines and Energy.
